Any Save data you have cant be used when you downgrade. It will still be installed on your system and youll still have the DLC but the DLC13 Legendary Pack 2 wasnt around until the current 1.17 version.
If you dont want to wait you can do the following but keep in mind If you have DLC pack 13 and downgrade you wont be able to use it.
